國(guo)家發展改革(ge)委(wei)、國(guo)家能(neng)源(yuan)(yuan)局、國(guo)家數據局印發《加快(kuai)構建新(xin)型(xing)電(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)行動(dong)(dong)方(fang)(fang)案(an)(2024—2027年(nian))》(以(yi)下簡稱《行動(dong)(dong)方(fang)(fang)案(an)》),提(ti)出9大(da)專項行動(dong)(dong),其中“電(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)穩定(ding)保障(zhang)行動(dong)(dong)”聚(ju)焦系(xi)(xi)統(tong)(tong)(tong)兩(liang)大(da)安全問(wen)題,從源(yuan)(yuan)、網、荷(he)、技術四方(fang)(fang)面(mian),明確了下階(jie)段新(xin)型(xing)電(dian)力(li)系(xi)(xi)統(tong)(tong)(tong)安全保障(zhang)總(zong)體要求(qiu)和(he)重(zhong)點任(ren)務,為各地區和(he)能(neng)源(yuan)(yuan)電(dian)力(li)行業進(jin)一(yi)步夯實系(xi)(xi)統(tong)(tong)(tong)穩定(ding)運行的物(wu)理基礎,提(ti)供了重(zhong)要的指導作用。從電網側看,要優化加強主網架,打造清潔能源優化配置平臺。
推進(jin)能(neng)源(yuan)(yuan)(yuan)(yuan)清潔低碳轉型,關鍵(jian)是(shi)加快(kuai)發(fa)(fa)展(zhan)(zhan)非化石能(neng)源(yuan)(yuan)(yuan)(yuan),尤其風電(dian)(dian)(dian)(dian)(dian)(dian)(dian)、太陽(yang)能(neng)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)等(deng)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)。我國95%左(zuo)右的(de)非化石能(neng)源(yuan)(yuan)(yuan)(yuan)主(zhu)要(yao)(yao)(yao)通過轉化為電(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)加以利用(yong)(yong)。電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網連(lian)接生產和(he)(he)(he)(he)消費,是(shi)保障電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)送(song)得出、用(yong)(yong)得好的(de)關鍵(jian)平臺,是(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)(tong)安(an)全運行(xing)的(de)物理(li)基礎,是(shi)構建新(xin)型電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)(tong)的(de)核心(xin)環(huan)節(jie)。隨著我國電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)需求的(de)快(kuai)速(su)增(zeng)長和(he)(he)(he)(he)能(neng)源(yuan)(yuan)(yuan)(yuan)結(jie)構的(de)加速(su)轉型,電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網局部地區還(huan)存在薄弱(ruo)環(huan)節(jie),骨干網架(jia)(jia)的(de)脆弱(ruo)性(xing)和(he)(he)(he)(he)控(kong)制復雜程(cheng)度(du)顯著增(zeng)加,大電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網的(de)優化配(pei)置資(zi)源(yuan)(yuan)(yuan)(yuan)能(neng)力(li)(li)(li)仍需進(jin)一步增(zeng)強(qiang)(qiang)(qiang)(qiang)。《行(xing)動方案》提(ti)出了(le)優化加強(qiang)(qiang)(qiang)(qiang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網主(zhu)網架(jia)(jia),補齊(qi)結(jie)構短板,保障電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)可靠供(gong)(gong)應(ying)(ying)和(he)(he)(he)(he)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)高(gao)(gao)質量(liang)發(fa)(fa)展(zhan)(zhan)的(de)總體(ti)要(yao)(yao)(yao)求。一方面(mian)要(yao)(yao)(yao)完善電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)規(gui)(gui)(gui)(gui)劃(hua)機制。目前(qian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)(tong)各環(huan)節(jie)統(tong)(tong)(tong)一規(gui)(gui)(gui)(gui)劃(hua)還(huan)不夠,尤其是(shi)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)與(yu)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網、新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)與(yu)常規(gui)(gui)(gui)(gui)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)、新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)與(yu)調節(jie)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)的(de)發(fa)(fa)展(zhan)(zhan)協(xie)同(tong)(tong)性(xing)不足,影(ying)(ying)響(xiang)系(xi)統(tong)(tong)(tong)整體(ti)效(xiao)率。要(yao)(yao)(yao)協(xie)調政(zheng)府(fu)主(zhu)管部門、電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網企業、發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)企業等(deng)建立溝(gou)通機制,科學統(tong)(tong)(tong)籌(chou)制定新(xin)增(zeng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)源(yuan)(yuan)(yuan)(yuan)裝機規(gui)(gui)(gui)(gui)模(mo)、結(jie)構、布局和(he)(he)(he)(he)建設(she)時(shi)序,加強(qiang)(qiang)(qiang)(qiang)源(yuan)(yuan)(yuan)(yuan)網荷(he)儲(chu)協(xie)同(tong)(tong)規(gui)(gui)(gui)(gui)劃(hua),強(qiang)(qiang)(qiang)(qiang)化規(gui)(gui)(gui)(gui)劃(hua)方案安(an)全穩(wen)定和(he)(he)(he)(he)供(gong)(gong)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)充裕性(xing)的(de)系(xi)統(tong)(tong)(tong)性(xing)論證,提(ti)升(sheng)(sheng)(sheng)規(gui)(gui)(gui)(gui)劃(hua)方案的(de)適應(ying)(ying)性(xing)與(yu)安(an)全性(xing)。另一方面(mian)要(yao)(yao)(yao)持續補強(qiang)(qiang)(qiang)(qiang)特(te)高(gao)(gao)壓交直(zhi)流(liu)網架(jia)(jia)。當前(qian)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網還(huan)存在強(qiang)(qiang)(qiang)(qiang)直(zhi)弱(ruo)交問題(ti),交直(zhi)流(liu)發(fa)(fa)展(zhan)(zhan)協(xie)調性(xing)不足,影(ying)(ying)響(xiang)系(xi)統(tong)(tong)(tong)整體(ti)安(an)全,也不利于輸電(dian)(dian)(dian)(dian)(dian)(dian)(dian)能(neng)力(li)(li)(li)的(de)發(fa)(fa)揮。要(yao)(yao)(yao)完善區域特(te)高(gao)(gao)壓交流(liu)主(zhu)網架(jia)(jia),優化500千伏網架(jia)(jia),實現區域內各500千伏分(fen)區電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)余缺互濟(ji)。加快(kuai)特(te)高(gao)(gao)壓直(zhi)流(liu)(含(han)柔性(xing)直(zhi)流(liu))建設(she),提(ti)高(gao)(gao)沙戈荒等(deng)能(neng)源(yuan)(yuan)(yuan)(yuan)基地外(wai)送(song)支(zhi)撐能(neng)力(li)(li)(li)和(he)(he)(he)(he)受端(duan)負荷(he)中心(xin)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)供(gong)(gong)應(ying)(ying)能(neng)力(li)(li)(li)。結(jie)合交流(liu)網架(jia)(jia)承載能(neng)力(li)(li)(li),合理(li)控(kong)制同(tong)(tong)送(song)同(tong)(tong)受直(zhi)流(liu)群規(gui)(gui)(gui)(gui)模(mo)。此(ci)外(wai),要(yao)(yao)(yao)提(ti)升(sheng)(sheng)(sheng)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)網抵御自(zi)然(ran)災(zai)害(hai)能(neng)力(li)(li)(li)。近(jin)年(nian)來極(ji)端(duan)天氣、自(zi)然(ran)災(zai)害(hai)頻發(fa)(fa),影(ying)(ying)響(xiang)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)系(xi)統(tong)(tong)(tong)安(an)全運行(xing),影(ying)(ying)響(xiang)新(xin)能(neng)源(yuan)(yuan)(yuan)(yuan)發(fa)(fa)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)支(zhi)撐能(neng)力(li)(li)(li)和(he)(he)(he)(he)電(dian)(dian)(dian)(dian)(dian)(dian)(dian)力(li)(li)(li)尖峰負荷(he),供(gong)(gong)需不穩(wen)定性(xing)不確定性(xing)增(zeng)加。要(yao)(yao)(yao)在自(zi)然(ran)條件(jian)惡劣、密集通道(dao)、同(tong)(tong)一氣象帶、凍雨覆冰等(deng)區域,針對重點(dian)區段、重點(dian)部位(wei)提(ti)升(sheng)(sheng)(sheng)桿塔、地線等(deng)輸變電(dian)(dian)(dian)(dian)(dian)(dian)(dian)設(she)備的(de)差(cha)異化設(she)計(ji),提(ti)升(sheng)(sheng)(sheng)工程(cheng)可靠性(xing)和(he)(he)(he)(he)抵御災(zai)害(hai)能(neng)力(li)(li)(li)。同(tong)(tong)時(shi),深化極(ji)端(duan)情況下(xia)的(de)供(gong)(gong)需平衡分(fen)析,及時(shi)提(ti)出保供(gong)(gong)措施建議。從電源側看,要提升新主體涉網性能,提高對系統穩定運行的支撐能力。
電(dian)動(dong)(dong)(dong)汽車(che)(che)、新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)等(deng)主(zhu)(zhu)體(ti)快(kuai)速發(fa)展,各類新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)涉網(wang)(wang)性能(neng)(neng)(neng)差異化(hua)明(ming)顯(xian),弱抗擾動(dong)(dong)(dong)性和弱支撐性對于(yu)系(xi)統穩定運行(xing)(xing)帶來(lai)極大(da)風(feng)險(xian)。未來(lai)新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)成為供給主(zhu)(zhu)體(ti),負荷側(ce)新(xin)(xin)(xin)(xin)(xin)要(yao)(yao)素不斷涌現,必須提(ti)升(sheng)涉網(wang)(wang)性能(neng)(neng)(neng),增(zeng)強(qiang)(qiang)對電(dian)力保(bao)供和運行(xing)(xing)安(an)全的(de)支撐能(neng)(neng)(neng)力,推(tui)(tui)動(dong)(dong)(dong)公平承擔安(an)全和成本(ben)責(ze)(ze)任(ren)(ren)。《行(xing)(xing)動(dong)(dong)(dong)方案》提(ti)出了制修訂相關(guan)標(biao)準(zhun)(zhun)(zhun)與(yu)管(guan)(guan)理要(yao)(yao)求,提(ti)高新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)涉網(wang)(wang)性能(neng)(neng)(neng)、加(jia)強(qiang)(qiang)入(ru)網(wang)(wang)檢測的(de)重(zhong)點工作舉措(cuo)。一方面要(yao)(yao)強(qiang)(qiang)化(hua)技術(shu)與(yu)標(biao)準(zhun)(zhun)(zhun)引(yin)領。充分發(fa)揮標(biao)準(zhun)(zhun)(zhun)對于(yu)新(xin)(xin)(xin)(xin)(xin)技術(shu)發(fa)展的(de)指導作用,深(shen)化(hua)集中式/分布式新(xin)(xin)(xin)(xin)(xin)能(neng)(neng)(neng)源(yuan)、新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)、電(dian)動(dong)(dong)(dong)汽車(che)(che)充電(dian)基礎設施等(deng)新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)接入(ru)電(dian)力系(xi)統的(de)交互影響研(yan)究,構建(jian)新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)并網(wang)(wang)標(biao)準(zhun)(zhun)(zhun)體(ti)系(xi),加(jia)快(kuai)推(tui)(tui)進相關(guan)標(biao)準(zhun)(zhun)(zhun)制修訂。另(ling)一方面要(yao)(yao)加(jia)強(qiang)(qiang)新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)并網(wang)(wang)檢測。新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)涉及眾多生產廠家海(hai)量(liang)型(xing)(xing)(xing)(xing)號,嚴把設備入(ru)網(wang)(wang)關(guan)是保(bao)障其涉網(wang)(wang)性能(neng)(neng)(neng)的(de)關(guan)鍵環節。需要(yao)(yao)明(ming)確(que)新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)并網(wang)(wang)檢測流(liu)程(cheng)、檢測技術(shu)標(biao)準(zhun)(zhun)(zhun)、檢測資質要(yao)(yao)求,持續完善新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)儲(chu)能(neng)(neng)(neng)、電(dian)動(dong)(dong)(dong)汽車(che)(che)充換(huan)電(dian)設施接入(ru)電(dian)網(wang)(wang)檢測手(shou)段。此(ci)外(wai),要(yao)(yao)壓實新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)并網(wang)(wang)管(guan)(guan)理責(ze)(ze)任(ren)(ren)。當(dang)前新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)并網(wang)(wang)尚未形成明(ming)確(que)的(de)安(an)全管(guan)(guan)控責(ze)(ze)任(ren)(ren)邊界。亟需落實電(dian)網(wang)(wang)企業、相關(guan)業主(zhu)(zhu)、設備制造單位在新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)并網(wang)(wang)運行(xing)(xing)管(guan)(guan)理全流(liu)程(cheng)中的(de)職責(ze)(ze),構建(jian)集型(xing)(xing)(xing)(xing)式試驗、到貨抽檢、電(dian)站調試、并網(wang)(wang)檢測、建(jian)模(mo)仿真、運行(xing)(xing)維護與(yu)評(ping)價為一體(ti)的(de)新(xin)(xin)(xin)(xin)(xin)型(xing)(xing)(xing)(xing)主(zhu)(zhu)體(ti)安(an)全與(yu)質量(liang)全流(liu)程(cheng)管(guan)(guan)控體(ti)系(xi)。從新技術看,要推進構網型技術應用,提升系統整體安全效率水平。

隨著電(dian)力(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化改革不斷深化,全國統(tong)一電(dian)力(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)體(ti)系逐步(bu)(bu)形(xing)成(cheng),市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化電(dian)力(li)(li)(li)生產(chan)(chan)組(zu)織(zhi)模(mo)式(shi)(shi)(shi)逐步(bu)(bu)建(jian)立(li)。《行動方案》明確提出要做好調(diao)度與電(dian)力(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)的(de)(de)銜(xian)(xian)接。一方面(mian),要加快現貨市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)全面(mian)建(jian)設,規范(fan)健全輔助服(fu)務市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)體(ti)系,完善(shan)適應(ying)新型電(dian)力(li)(li)(li)系統(tong)靈(ling)(ling)活、高(gao)效、便(bian)捷(jie)互動的(de)(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)設計(ji),健全“中(zhong)長期為基礎、現貨市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)余缺(que)調(diao)劑、應(ying)急(ji)調(diao)度救急(ji)”的(de)(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化資(zi)源配置(zhi)模(mo)式(shi)(shi)(shi),充分發揮電(dian)能量的(de)(de)時(shi)空價值和(he)(he)靈(ling)(ling)活調(diao)節資(zi)源的(de)(de)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)價值,促進(jin)電(dian)力(li)(li)(li)資(zi)源更大范(fan)圍內優化配置(zhi)。另一方面(mian),要完善(shan)各級調(diao)度與各類市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)銜(xian)(xian)接機制,推動電(dian)力(li)(li)(li)生產(chan)(chan)組(zu)織(zhi)由傳統(tong)計(ji)劃(hua)模(mo)式(shi)(shi)(shi)向市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)模(mo)式(shi)(shi)(shi)轉變,完善(shan)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)運行評(ping)估和(he)(he)風險防范(fan)體(ti)系,保障電(dian)力(li)(li)(li)市(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)安全高(gao)效運營。三、適應新技術發展,加強調度技術創新
調(diao)(diao)度(du)是技(ji)(ji)(ji)術密集型(xing)(xing)專(zhuan)業,在新(xin)型(xing)(xing)電力系統(tong)(tong)(tong)構(gou)建(jian)過程中(zhong)面臨(lin)電網(wang)(wang)特性(xing)精準認知、海量(liang)異(yi)構(gou)資源協同控(kong)(kong)制、新(xin)型(xing)(xing)復雜故障防御等(deng)多項(xiang)技(ji)(ji)(ji)術難題。同時,“大云物(wu)移智鏈(lian)”等(deng)先進信息通信技(ji)(ji)(ji)術快速發展,也(ye)為調(diao)(diao)控(kong)(kong)技(ji)(ji)(ji)術數字化(hua)智能化(hua)發展提(ti)供(gong)了(le)寶貴(gui)的機(ji)遇。《行動(dong)(dong)方案》強調(diao)(diao)要(yao)加強研(yan)究調(diao)(diao)度(du)關鍵技(ji)(ji)(ji)術等(deng)內容,加快新(xin)型(xing)(xing)調(diao)(diao)度(du)控(kong)(kong)制技(ji)(ji)(ji)術應用。一(yi)方面,要(yao)推動(dong)(dong)調(diao)(diao)控(kong)(kong)領域科技(ji)(ji)(ji)攻(gong)關,強化(hua)前(qian)瞻性(xing)基礎(chu)理論研(yan)究,攻(gong)克(ke)新(xin)型(xing)(xing)電力系統(tong)(tong)(tong)穩定(ding)運行機(ji)理。深化(hua)關鍵技(ji)(ji)(ji)術研(yan)究,做好電磁暫(zan)態(tai)仿真、新(xin)型(xing)(xing)主(zhu)體(ti)安全(quan)控(kong)(kong)制、多層級平衡模(mo)式構(gou)建(jian)、煤電與(yu)(yu)新(xin)能源發電協調(diao)(diao)、新(xin)能源與(yu)(yu)負荷預測、未來(lai)態(tai)分(fen)析決策等(deng)重點科技(ji)(ji)(ji)攻(gong)關與(yu)(yu)試點應用,提(ti)升電網(wang)(wang)運行控(kong)(kong)制能力。另一(yi)方面,要(yao)推動(dong)(dong)調(diao)(diao)度(du)技(ji)(ji)(ji)術裝備升級換代,推動(dong)(dong)電力技(ji)(ji)(ji)術與(yu)(yu)先進信息通信技(ji)(ji)(ji)術融合,構(gou)建(jian)全(quan)景感(gan)知、全(quan)網(wang)(wang)監視(shi)、全(quan)局分(fen)析、智能決策、協同控(kong)(kong)制、主(zhu)配(pei)一(yi)體(ti)的新(xin)型(xing)(xing)電網(wang)(wang)調(diao)(diao)度(du)控(kong)(kong)制系統(tong)(tong)(tong),健(jian)全(quan)“光纖專(zhuan)網(wang)(wang)+無線虛(xu)擬專(zhuan)網(wang)(wang)+HPLC”配(pei)電通信網(wang)(wang)絡,提(ti)高(gao)電力系統(tong)(tong)(tong)運行控(kong)(kong)制數字化(hua)智能化(hua)水(shui)平,推動(dong)(dong)配(pei)電網(wang)(wang)可觀、可測、可控(kong)(kong)、可調(diao)(diao),支(zhi)撐海量(liang)分(fen)布(bu)式電源、可調(diao)(diao)節負荷、新(xin)型(xing)(xing)儲能等(deng)調(diao)(diao)控(kong)(kong)需求。
為深(shen)入貫(guan)徹落實習近平總書記關(guan)于構(gou)建新型(xing)電(dian)力(li)系統(tong)(tong)(tong)的重要指示(shi)精神,國家發(fa)展改革委、國家能(neng)源(yuan)(yuan)(yuan)(yuan)局、國家數據(ju)局印發(fa)《加快(kuai)構(gou)建新型(xing)電(dian)力(li)系統(tong)(tong)(tong)行動(dong)(dong)(dong)方(fang)案(2024—2027年)》(以下簡(jian)稱《行動(dong)(dong)(dong)方(fang)案》)。隨(sui)(sui)著(zhu)風電(dian)和(he)光(guang)伏快(kuai)速發(fa)展,今(jin)年年底新能(neng)源(yuan)(yuan)(yuan)(yuan)將成為我國第一大電(dian)源(yuan)(yuan)(yuan)(yuan)。但是,隨(sui)(sui)著(zhu)新能(neng)源(yuan)(yuan)(yuan)(yuan)滲透率的不(bu)斷提升,當前(qian)電(dian)力(li)系統(tong)(tong)(tong)“雙高(gao)”(高(gao)比例可再(zai)生(sheng)能(neng)源(yuan)(yuan)(yuan)(yuan)、高(gao)比例電(dian)力(li)電(dian)子(zi)設(she)備)特(te)性(xing)明顯(xian),新能(neng)源(yuan)(yuan)(yuan)(yuan)的調(diao)頻、調(diao)壓等主動(dong)(dong)(dong)支撐(cheng)能(neng)力(li)還不(bu)足,亟需(xu)統(tong)(tong)(tong)籌好(hao)發(fa)展和(he)安(an)全,開展新能(neng)源(yuan)(yuan)(yuan)(yuan)系統(tong)(tong)(tong)友好(hao)性(xing)能(neng)提升行動(dong)(dong)(dong),推(tui)動(dong)(dong)(dong)新能(neng)源(yuan)(yuan)(yuan)(yuan)有效承(cheng)擔(dan)系統(tong)(tong)(tong)安(an)全和(he)調(diao)節責任,助(zhu)力(li)新型(xing)電(dian)力(li)系統(tong)(tong)(tong)建設(she)。
一、打造一批系統友好型新能源電站
隨(sui)著(zhu)新能(neng)源滲透率的不斷提升,當前電(dian)(dian)(dian)力系(xi)統(tong)“雙高”(高比(bi)例可再生能(neng)源、高比(bi)例電(dian)(dian)(dian)力電(dian)(dian)(dian)子設備)特性明顯(xian),造成電(dian)(dian)(dian)源主動支撐能(neng)力不足(zu)、系(xi)統(tong)慣量降低、調控難度增大、暫(zan)態(tai)穩(wen)定電(dian)(dian)(dian)壓失(shi)穩(wen)、電(dian)(dian)(dian)力平衡保障和源荷不確定性加劇以及寬頻振蕩等系(xi)統(tong)性問題。
在(zai)提(ti)(ti)升(sheng)新能(neng)(neng)源(yuan)系(xi)統友(you)好(hao)性(xing)(xing)方(fang)(fang)面,《行動方(fang)(fang)案(an)》提(ti)(ti)出兩方(fang)(fang)面工(gong)作要(yao)求。一是(shi)要(yao)建設一批提(ti)(ti)升(sheng)電(dian)(dian)(dian)(dian)力(li)供應(ying)保障(zhang)能(neng)(neng)力(li)的系(xi)統友(you)好(hao)型(xing)新能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)站(zhan),逐步實現新能(neng)(neng)源(yuan)在(zai)電(dian)(dian)(dian)(dian)力(li)供應(ying)和穩(wen)定支撐方(fang)(fang)面的可靠替(ti)代。二是(shi)加強電(dian)(dian)(dian)(dian)站(zhan)升(sheng)級(ji)改(gai)造(zao),并對已(yi)配置新型(xing)儲能(neng)(neng)但未有(you)效利(li)用的新能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)站(zhan)進行構網型(xing)特性(xing)(xing)升(sheng)級(ji)改(gai)造(zao),提(ti)(ti)升(sheng)新能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)站(zhan)慣量響應(ying)、一次調(diao)頻(pin)、主(zhu)動調(diao)壓、阻(zu)尼能(neng)(neng)力(li)等系(xi)統關(guan)鍵指標,提(ti)(ti)升(sheng)新能(neng)(neng)源(yuan)系(xi)統的友(you)好(hao)性(xing)(xing)能(neng)(neng)。在提高新(xin)能(neng)源(yuan)(yuan)配(pei)儲(chu)電站調(diao)節能(neng)力方面(mian)(mian),《行動方案》提出(chu)兩方面(mian)(mian)工作,一是整合源(yuan)(yuan)儲(chu)資源(yuan)(yuan),優化儲(chu)能(neng)系(xi)統的配(pei)置和運(yun)行策略(lve),發揮配(pei)儲(chu)電站的調(diao)節能(neng)力,最大(da)限度(du)提升新(xin)能(neng)源(yuan)(yuan)配(pei)儲(chu)的調(diao)節能(neng)力和運(yun)行效率。二(er)是完(wan)善市場規則,積極推動各類調(diao)節資源(yuan)(yuan)參(can)與電力市場,提高儲(chu)能(neng)系(xi)統的市場化運(yun)行水平和經(jing)濟效益。
《行動方案》推動提升新(xin)(xin)能(neng)源(yuan)(yuan)系統友好(hao)性(xing)(xing)能(neng),是加快構建新(xin)(xin)型(xing)電力(li)系統適應能(neng)源(yuan)(yuan)轉型(xing)需要(yao)的必然(ran)選擇。有助于推進大型(xing)新(xin)(xin)能(neng)源(yuan)(yuan)基地、調節支撐電源(yuan)(yuan)和外送通(tong)道開發建設,保障(zhang)外送電力(li)的連續性(xing)(xing)和穩定性(xing)(xing);也有利于緩解系統高峰缺電時段的電力(li)供應保障(zhang)問題(ti),提高新(xin)(xin)能(neng)源(yuan)(yuan)可靠出力(li)水平,更(geng)好(hao)發揮新(xin)(xin)能(neng)源(yuan)(yuan)在能(neng)源(yuan)(yuan)保供增(zeng)供方面的作用。
二、推動實施一批算力與電力協同項目
當前,大(da)模型(xing)技術引發人工智(zhi)能算(suan)力(li)(li)需(xu)求(qiu)爆發式增長,數據中(zhong)心(xin)加速(su)智(zhi)算(suan)化(hua)演變,對安(an)全(quan)穩定電力(li)(li)供應提出(chu)更高要求(qiu)。同(tong)時(shi),不斷深化(hua)的(de)綠色(se)能源(yuan)革命和電力(li)(li)市場化(hua)改革,對能源(yuan)管理(li)、智(zhi)能電網、智(zhi)能調(diao)度(du)、電力(li)(li)交易等(deng)領域提出(chu)了(le)更多(duo)智(zhi)能化(hua)的(de)要求(qiu),同(tong)時(shi)也需(xu)要更多(duo)的(de)算(suan)力(li)(li)對其(qi)進行支撐,“智(zhi)算(suan)+新能源(yuan)”融合發展成為(wei)構建新型(xing)電力(li)(li)系(xi)統的(de)必然要求(qiu)。在算力(li)(li)電(dian)(dian)力(li)(li)協(xie)同(tong)規劃(hua)運行(xing)方(fang)面,《行(xing)動方(fang)案》從三(san)個(ge)方(fang)面明(ming)確了(le)工作要(yao)求:一是統籌數據(ju)中心發(fa)展需求和(he)新能源(yuan)資(zi)源(yuan)稟賦(fu),科學整(zheng)合源(yuan)荷儲(chu)資(zi)源(yuan),開展算力(li)(li)、電(dian)(dian)力(li)(li)基礎(chu)設(she)施協(xie)同(tong)規劃(hua)布局。二是整(zheng)合調節(jie)資(zi)源(yuan),提(ti)升算力(li)(li)與電(dian)(dian)力(li)(li)協(xie)同(tong)運行(xing)水(shui)平,提(ti)高(gao)數據(ju)中心綠電(dian)(dian)占比,降低電(dian)(dian)網(wang)保障(zhang)容量需求。三(san)是探索光(guang)熱發(fa)電(dian)(dian)與風電(dian)(dian)、光(guang)伏發(fa)電(dian)(dian)聯營的綠電(dian)(dian)穩(wen)定供應模式(shi)。
在資源(yuan)利用與聚(ju)合(he)交易方面(mian),《行(xing)動方案》從兩個方面(mian)明確(que)了(le)工作要求:一是探索新能源(yuan)就近供(gong)電(dian)、聚(ju)合(he)交易、就地消納(na)的“綠電(dian)聚(ju)合(he)供(gong)應”模式。二(er)是加強(qiang)數據中心余熱資源(yuan)回(hui)收利用,滿足周邊地區用熱需求。
《行動方(fang)案》提出要統籌數據(ju)(ju)(ju)中(zhong)心(xin)(xin)需(xu)求和電(dian)(dian)(dian)網資源,提前規劃布局算力(li)與(yu)電(dian)(dian)(dian)力(li)協同項目(mu),為數據(ju)(ju)(ju)中(zhong)心(xin)(xin)綠色(se)低碳(tan)發展(zhan)提供了(le)重要參考。數據(ju)(ju)(ju)中(zhong)心(xin)(xin)作(zuo)為國家節能降碳(tan)管控重點(dian),是落實“雙碳(tan)”目(mu)標和能耗(hao)雙控要求的重要環節。算力(li)與(yu)電(dian)(dian)(dian)力(li)協同發展(zhan),需(xu)要加強數據(ju)(ju)(ju)中(zhong)心(xin)(xin)時間、空間分布特性(xing)以及用電(dian)(dian)(dian)結構變化(hua)規律分析,超前研判數據(ju)(ju)(ju)中(zhong)心(xin)(xin)參與(yu)源網荷儲(chu)一體化(hua)、新能源直供電(dian)(dian)(dian)方(fang)式,引導數據(ju)(ju)(ju)中(zhong)心(xin)(xin)通過(guo)電(dian)(dian)(dian)力(li)市(shi)場(chang)提升綠電(dian)(dian)(dian)占比。
三、加快建設一批智能微電網項目
在碳達峰、碳中和目(mu)標引領下,分布式(shi)新能(neng)(neng)(neng)源躍升式(shi)發展,電化學(xue)儲(chu)能(neng)(neng)(neng)成本逐步下降,電力市場機制不斷完(wan)善,具備(bei)建設智能(neng)(neng)(neng)微電網的(de)有利契機,在促(cu)進分布式(shi)新能(neng)(neng)(neng)源接(jie)入消(xiao)納、提升電力普(pu)遍服務水(shui)平(ping)、創新商業模式(shi)等方面具有重大意義。在智(zhi)(zhi)能(neng)微電網(wang)(wang)應用場(chang)景(jing)(jing)方面,《行動方案(an)》從兩個(ge)方面明確(que)了(le)工作要求(qiu):一是(shi)在電網(wang)(wang)末端和大電網(wang)(wang)未覆蓋區(qu)域(yu)建設(she)智(zhi)(zhi)能(neng)微電網(wang)(wang),面向高(gao)原、海島、邊遠(yuan)地(di)區(qu)、無電地(di)區(qu)等(deng)場(chang)景(jing)(jing),通過發揮本地(di)能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)稟賦,就近滿(man)足負(fu)荷需求(qiu)。二(er)是(shi)在新(xin)能(neng)源(yuan)(yuan)資(zi)源(yuan)(yuan)條(tiao)件好(hao)的地(di)區(qu)建設(she)智(zhi)(zhi)能(neng)微電網(wang)(wang),面向新(xin)能(neng)源(yuan)(yuan)富(fu)集鄉(xiang)村、高(gao)比例(li)新(xin)能(neng)源(yuan)(yuan)園區(qu)及縣域(yu)等(deng)場(chang)景(jing)(jing),提升分布式新(xin)能(neng)源(yuan)(yuan)的接(jie)入(ru)和消納能(neng)力。
在智能(neng)微(wei)電網建設模式方(fang)面(mian),《行動(dong)方(fang)案》從兩個方(fang)面(mian)明(ming)確了工作要求:一(yi)是針對偏遠地(di)區建設應(ying)用(yong)(yong)的(de)智能(neng)微(wei)電網,重(zhong)(zhong)點采用(yong)(yong)風光(guang)儲(chu)互(hu)補模式,提升當(dang)地(di)電力(li)供(gong)應(ying)水平和可靠性。二是針對新能(neng)源富集地(di)區建設應(ying)用(yong)(yong)的(de)智能(neng)微(wei)電網,重(zhong)(zhong)點采用(yong)(yong)源網荷儲(chu)協同(tong)模式,提升自(zi)調峰、自(zi)平衡(heng)能(neng)力(li)與新能(neng)源自(zi)發自(zi)用(yong)(yong)比例,支持新業態新模式發展。

統籌推進新一代煤電轉型升級加快構建新型電力系統
煤(mei)(mei)電(dian)是(shi)我國(guo)電(dian)力(li)系(xi)統(tong)的(de)重要組(zu)成部(bu)分,發揮了保電(dian)力(li)、保電(dian)量、保調節的(de)關鍵作用(yong)(yong)。堅(jian)持先立后(hou)破,統(tong)籌推進存(cun)量和增量煤(mei)(mei)電(dian)轉型(xing)升級,推動(dong)(dong)煤(mei)(mei)電(dian)功能定位(wei)轉變,是(shi)提(ti)升煤(mei)(mei)炭清潔高效利用(yong)(yong)水平(ping)、加快構(gou)建新(xin)型(xing)電(dian)力(li)系(xi)統(tong)的(de)重要任(ren)務,是(shi)統(tong)籌實現(xian)“雙碳”目(mu)標與保障(zhang)能源(yuan)安全的(de)必由(you)之路,是(shi)夯實中國(guo)式現(xian)代化(hua)能源(yuan)保障(zhang)基礎的(de)關鍵舉措(cuo)。推動(dong)(dong)新(xin)一(yi)代煤(mei)(mei)電(dian)轉型(xing)升級需要強(qiang)化(hua)以下五個方面(mian)的(de)認識:

考慮我國(guo)以(yi)煤(mei)(mei)為主(zhu)的資源(yuan)稟賦和(he)目前大(da)量優(you)質存量煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組的現(xian)(xian)狀,在(zai)(zai)中(zhong)(zhong)(zhong)長期(qi)電(dian)(dian)(dian)(dian)力(li)(li)需求(qiu)持續增長的總體趨勢下(xia),煤(mei)(mei)電(dian)(dian)(dian)(dian)在(zai)(zai)電(dian)(dian)(dian)(dian)力(li)(li)安全(quan)保供、規模化(hua)降碳減碳、支撐新能(neng)(neng)源(yuan)發(fa)(fa)展(zhan)(zhan)等方(fang)面中(zhong)(zhong)(zhong)仍將(jiang)發(fa)(fa)揮舉足(zu)輕重的作用(yong)。我國(guo)現(xian)(xian)存煤(mei)(mei)電(dian)(dian)(dian)(dian)中(zhong)(zhong)(zhong)約有(you)(you)6億(yi)(yi)~7億(yi)(yi)千(qian)瓦高參數、大(da)容量、低排(pai)放煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組資產(chan),且我國(guo)煤(mei)(mei)電(dian)(dian)(dian)(dian)平均服役期(qi)僅為15年,是我國(guo)電(dian)(dian)(dian)(dian)力(li)(li)系(xi)統保持安全(quan)穩(wen)定(ding)運行、實現(xian)(xian)電(dian)(dian)(dian)(dian)力(li)(li)電(dian)(dian)(dian)(dian)量平衡、提供系(xi)統調節能(neng)(neng)力(li)(li)的“壓艙石(shi)”,在(zai)(zai)新能(neng)(neng)源(yuan)尚(shang)未對(dui)傳統能(neng)(neng)源(yuan)實現(xian)(xian)安全(quan)可靠替代之前,要用(yong)好用(yong)足(zu)這些戰略性資源(yuan),有(you)(you)序開展(zhan)(zhan)煤(mei)(mei)電(dian)(dian)(dian)(dian)機(ji)組清潔低碳化(hua)發(fa)(fa)展(zhan)(zhan),積極穩(wen)妥(tuo)推進碳達峰碳中(zhong)(zhong)(zhong)和(he)。綜合中(zhong)(zhong)(zhong)國(guo)科學院、中(zhong)(zhong)(zhong)國(guo)工程(cheng)院、國(guo)家電(dian)(dian)(dian)(dian)網、中(zhong)(zhong)(zhong)石(shi)油等多家權威科研機(ji)構研判,到2060年碳中(zhong)(zhong)(zhong)和(he)期(qi),煤(mei)(mei)電(dian)(dian)(dian)(dian)裝機(ji)容量仍要保留4億(yi)(yi)千(qian)瓦以(yi)上,才(cai)能(neng)(neng)滿足(zu)能(neng)(neng)源(yuan)電(dian)(dian)(dian)(dian)力(li)(li)保供需求(qiu)。
二是著力推動煤電向基礎性、支撐性、調節性電源轉型。
由于(yu)風(feng)(feng)光等新(xin)能(neng)(neng)源發(fa)電具有間歇性和波動性,電動汽車、分布式儲能(neng)(neng)等新(xin)型用能(neng)(neng)形式的(de)廣泛接(jie)入,以及降溫采暖負(fu)荷(he)占比逐步(bu)提(ti)(ti)(ti)升,源荷(he)特性的(de)變化(hua)客觀上(shang)需要(yao)電力(li)系統具備更(geng)多的(de)調(diao)節性資源,為電力(li)系統提(ti)(ti)(ti)供(gong)更(geng)加充裕的(de)調(diao)節能(neng)(neng)力(li)。煤電是我國技術相對(dui)成熟、成本相對(dui)較低(di)、功能(neng)(neng)較為全面的(de)常(chang)規電源,面向構建新(xin)型電力(li)系統的(de)現(xian)實要(yao)求,煤電在夯實電力(li)保供(gong)基礎的(de)同(tong)時(shi)(shi),還需進一步(bu)向支撐(cheng)性調(diao)節性電源定位(wei)轉型,對(dui)快(kuai)速變負(fu)荷(he)、深度調(diao)峰、啟停調(diao)峰等功能(neng)(neng)特性提(ti)(ti)(ti)出(chu)了更(geng)高(gao)要(yao)求,平常(chang)時(shi)(shi)段為新(xin)能(neng)(neng)源發(fa)電讓出(chu)發(fa)電空間、風(feng)(feng)光低(di)出(chu)力(li)與(yu)負(fu)荷(he)高(gao)峰時(shi)(shi)段頂峰出(chu)力(li),支撐(cheng)新(xin)能(neng)(neng)源高(gao)質量發(fa)展。
三是加快煤電清潔低碳運行技術攻關。
要實現煤(mei)(mei)電(dian)(dian)清(qing)潔高效利(li)用,采取零碳(tan)(tan)(tan)(tan)或低碳(tan)(tan)(tan)(tan)燃料摻燒(shao)、碳(tan)(tan)(tan)(tan)捕集(ji)利(li)用與封存(CCUS)等(deng)低碳(tan)(tan)(tan)(tan)技(ji)術(shu)(shu)是可(ke)行的(de)(de)路徑(jing)選擇。通過技(ji)術(shu)(shu)攻關(guan),在常規(gui)煤(mei)(mei)電(dian)(dian)機組中(zhong)探索摻燒(shao)氨、生物質等(deng),替(ti)代部分(fen)電(dian)(dian)煤(mei)(mei)消耗,可(ke)以(yi)有效降(jiang)低煤(mei)(mei)電(dian)(dian)機組碳(tan)(tan)(tan)(tan)排放(fang)水平。CCUS是目(mu)前(qian)實現大(da)規(gui)模化石(shi)能源零排放(fang)利(li)用的(de)(de)主要技(ji)術(shu)(shu)選擇之(zhi)一,若CCUS不能實現技(ji)術(shu)(shu)突破和規(gui)模化商業(ye)應用,從經(jing)濟性(xing)角度看,2060年(nian)電(dian)(dian)力行業(ye)雙碳(tan)(tan)(tan)(tan)轉型成本將增(zeng)加約(yue)7%-10%。這迫切要求(qiu)抓住碳(tan)(tan)(tan)(tan)達(da)峰之(zhi)前(qian)的(de)(de)關(guan)鍵窗口期(qi),全力攻克煤(mei)(mei)電(dian)(dian)CCUS技(ji)術(shu)(shu)面臨的(de)(de)能耗高、成本高、基礎(chu)設施建設滯(zhi)后等(deng)技(ji)術(shu)(shu)難題(ti),同時加快布局一些前(qian)瞻性(xing)、顛覆性(xing)的(de)(de)未(wei)來CCUS技(ji)術(shu)(shu),實現二氧化碳(tan)(tan)(tan)(tan)的(de)(de)低能耗捕集(ji),為(wei)實現碳(tan)(tan)(tan)(tan)中(zhong)和目(mu)標提供支(zhi)撐保障。
四是積極有序提升煤電靈活高效運行水平。
雖然我(wo)國大容量(liang)先(xian)進煤(mei)(mei)電機組(zu)額定工況效率全球(qiu)領(ling)先(xian),但低(di)負荷(he)率下供(gong)電煤(mei)(mei)耗比額定工況大幅增(zeng)加,機組(zu)安全性(xing)(xing)和壽命也受到影(ying)響,相應(ying)(ying)地增(zeng)加了碳排(pai)放。因(yin)此(ci),為支(zhi)撐新型電力(li)系(xi)統建設,需(xu)統籌(chou)考慮煤(mei)(mei)電經濟運(yun)行水平和靈活高效運(yun)行技(ji)術攻關,因(yin)廠(chang)制(zhi)宜(yi)、因(yin)機制(zhi)宜(yi),積(ji)極(ji)有序推動煤(mei)(mei)電機組(zu)開展寬(kuan)負荷(he)高效調節能力(li)建設、提升深(shen)度(du)調峰和快速爬坡水平。值得注(zhu)意的是,新一代煤(mei)(mei)電技(ji)術的突破(po),不僅(jin)關注(zhu)傳(chuan)統的調峰能力(li)提升,還需(xu)要同步確保煤(mei)(mei)電機組(zu)調頻(pin)、轉動慣量(liang)、爬坡、備用等特性(xing)(xing)不劣化,甚至(zhi)還應(ying)(ying)著(zhu)重(zhong)加強,煤(mei)(mei)電改造升級應(ying)(ying)向著(zhu)不斷與新型電力(li)系(xi)統構(gou)建相適應(ying)(ying)的方向發展。
五是完善新一代煤電轉型升級的配套保障機制。
推動煤(mei)電(dian)(dian)轉型(xing)升級(ji)涉及(ji)從科(ke)技(ji)(ji)創新(xin)(xin)到應(ying)用示(shi)范,再到產業發展的(de)全鏈(lian)條(tiao),具有(you)時(shi)間緊、任務重、難度(du)大(da)的(de)特點(dian),對組(zu)織管理(li)、研發能力(li)、資源配置均有(you)很高(gao)(gao)要(yao)求(qiu),配套保障機(ji)制(zhi)尤為(wei)重要(yao)。在(zai)技(ji)(ji)術(shu)研發階段,充分發揮新(xin)(xin)型(xing)舉國(guo)(guo)體制(zhi)的(de)制(zhi)度(du)優勢,成立(li)國(guo)(guo)家實(shi)驗室、全國(guo)(guo)重點(dian)實(shi)驗室、煤(mei)電(dian)(dian)龍頭企業、重點(dian)高(gao)(gao)校(xiao)和(he)科(ke)研機(ji)構聯合(he)(he)組(zu)成的(de)創新(xin)(xin)聯合(he)(he)體,加大(da)煤(mei)電(dian)(dian)轉型(xing)升級(ji)科(ke)技(ji)(ji)創新(xin)(xin)人才培養力(li)度(du),持續強化(hua)新(xin)(xin)一代(dai)(dai)煤(mei)電(dian)(dian)技(ji)(ji)術(shu)聯合(he)(he)攻關能力(li);在(zai)示(shi)范應(ying)用和(he)推廣(guang)階段,要(yao)鼓勵示(shi)范驗證所在(zai)地區制(zhi)定(ding)細(xi)化(hua)首臺(套)重大(da)技(ji)(ji)術(shu)裝備支持政策,推動新(xin)(xin)一代(dai)(dai)煤(mei)電(dian)(dian)設計及(ji)設備選(xuan)型(xing)等(deng)標準體系建設,推動技(ji)(ji)術(shu)標準化(hua)以(yi)及(ji)標準國(guo)(guo)際化(hua),持續提(ti)升我國(guo)(guo)在(zai)煤(mei)電(dian)(dian)清(qing)潔高(gao)(gao)效利(li)用技(ji)(ji)術(shu)領域的(de)國(guo)(guo)際先進性(xing)。

一、《行動方案》的出臺意義重大
近日,國家(jia)(jia)發展(zhan)(zhan)改革委、國家(jia)(jia)能(neng)源局、國家(jia)(jia)數(shu)據局發布(bu)了《加快構(gou)建新(xin)型電力系統(tong)行動(dong)方(fang)案(an)(2024—2027年)》(以下簡稱《行動(dong)方(fang)案(an)》),明確(que)了近3年的配(pei)電網高質量(liang)發展(zhan)(zhan)行動(dong)任務,提出了組織(zhi)編制配(pei)電網建設改造實(shi)施方(fang)案(an)、健全配(pei)電網全過程管理、制定修訂一批(pi)配(pei)電網標(biao)準、建立配(pei)電網發展(zhan)(zhan)指標(biao)評(ping)價體系等系列(lie)行動(dong)計劃,力求用3年時間推動(dong)配(pei)電網高質量(liang)發展(zhan)(zhan)取得(de)實(shi)效。

二、抓好“補短板、提能力、明原則”重點任務
為(wei)落實好(hao)《行動(dong)方案》,需(xu)(xu)要(yao)(yao)做到以下(xia)幾點:一(yi)(yi)是補短板。目前,局部(bu)地區配(pei)電網(wang)(wang)(wang)(wang)結構仍(reng)相(xiang)對(dui)薄弱(ruo),部(bu)分設(she)備(bei)老舊(jiu)、設(she)防(fang)標準(zhun)(zhun)不足(zu),無法滿足(zu)民生供(gong)(gong)電保(bao)障要(yao)(yao)求(qiu)(qiu),需(xu)(xu)要(yao)(yao)針(zhen)對(dui)薄弱(ruo)環節(jie)開展(zhan)配(pei)電網(wang)(wang)(wang)(wang)補強工作,提(ti)高配(pei)電網(wang)(wang)(wang)(wang)建設(she)改造和(he)防(fang)災抗災設(she)防(fang)標準(zhun)(zhun),以應對(dui)越(yue)來越(yue)高的(de)(de)安(an)全(quan)保(bao)供(gong)(gong)需(xu)(xu)求(qiu)(qiu)。二是提(ti)能(neng)力。隨(sui)著(zhu)“碳達峰、碳中和(he)”進(jin)程(cheng)加速推(tui)進(jin),新(xin)(xin)要(yao)(yao)素新(xin)(xin)形(xing)態(tai)(tai)的(de)(de)蓬勃發(fa)展(zhan)與規模化接入需(xu)(xu)求(qiu)(qiu),要(yao)(yao)求(qiu)(qiu)加快提(ti)高配(pei)電網(wang)(wang)(wang)(wang)承(cheng)載力和(he)靈活性(xing),提(ti)升(sheng)配(pei)電網(wang)(wang)(wang)(wang)對(dui)分布式新(xin)(xin)能(neng)源(yuan)(yuan)、新(xin)(xin)型用能(neng)形(xing)式和(he)智能(neng)微(wei)電網(wang)(wang)(wang)(wang)等新(xin)(xin)業(ye)態(tai)(tai)的(de)(de)接納、配(pei)置和(he)調控(kong)能(neng)力,更好(hao)滿足(zu)即插即用、靈活互動(dong)需(xu)(xu)求(qiu)(qiu)。三是明原(yuan)則(ze)(ze)。新(xin)(xin)形(xing)勢(shi)下(xia),現(xian)(xian)有配(pei)電網(wang)(wang)(wang)(wang)建設(she)改造原(yuan)則(ze)(ze)已不能(neng)適(shi)應配(pei)電網(wang)(wang)(wang)(wang)高質量發(fa)展(zhan)的(de)(de)迫(po)切需(xu)(xu)求(qiu)(qiu)。一(yi)(yi)方面,需(xu)(xu)要(yao)(yao)研究現(xian)(xian)存(cun)配(pei)電網(wang)(wang)(wang)(wang)建設(she)改造技術原(yuan)則(ze)(ze)對(dui)日益(yi)提(ti)升(sheng)的(de)(de)保(bao)供(gong)(gong)和(he)轉型要(yao)(yao)求(qiu)(qiu)的(de)(de)適(shi)應性(xing),及(ji)時修(xiu)訂供(gong)(gong)電區域劃分、供(gong)(gong)電安(an)全(quan)準(zhun)(zhun)則(ze)(ze)、目標網(wang)(wang)(wang)(wang)架、設(she)備(bei)選(xuan)型等標準(zhun)(zhun)要(yao)(yao)求(qiu)(qiu),著(zhu)力提(ti)升(sheng)安(an)全(quan)性(xing)能(neng)。另一(yi)(yi)方面,需(xu)(xu)要(yao)(yao)健全(quan)分布式新(xin)(xin)能(neng)源(yuan)(yuan)、新(xin)(xin)型儲能(neng)、智能(neng)微(wei)電網(wang)(wang)(wang)(wang)、虛擬(ni)電廠等主(zhu)體并網(wang)(wang)(wang)(wang)、調度、運維、交易各環節(jie)要(yao)(yao)求(qiu)(qiu),著(zhu)力提(ti)升(sheng)并網(wang)(wang)(wang)(wang)性(xing)能(neng)。
三、完善市場與價格配套體制機制
配電(dian)網(wang)高質量發展需(xu)要有利(li)的(de)政策環境與相適應的(de)體制機(ji)制。一是(shi)(shi)需(xu)要以(yi)市(shi)場化(hua)方(fang)式推(tui)進(jin)(jin)新(xin)(xin)元(yuan)(yuan)素(su)與配電(dian)網(wang)協調發展。通過突出電(dian)力(li)市(shi)場化(hua)改革對能源供(gong)需(xu)平衡的(de)作(zuo)用(yong)(yong)(yong),減少制約新(xin)(xin)興主(zhu)體發展的(de)各(ge)類障礙和(he)隱性(xing)壁壘,進(jin)(jin)一步推(tui)動(dong)(dong)電(dian)力(li)市(shi)場經營(ying)主(zhu)體向(xiang)多元(yuan)(yuan)化(hua)過渡,為(wei)(wei)各(ge)類新(xin)(xin)元(yuan)(yuan)素(su)創(chuang)造良好的(de)市(shi)場環境,支持分(fen)布式新(xin)(xin)能源、新(xin)(xin)型(xing)(xing)儲能、電(dian)動(dong)(dong)汽車和(he)微電(dian)網(wang)等新(xin)(xin)興經營(ying)主(zhu)體獨立平等參與電(dian)力(li)交易。二是(shi)(shi)完(wan)善電(dian)價(jia)(jia)機(ji)制,進(jin)(jin)一步推(tui)動(dong)(dong)新(xin)(xin)領域(yu)低(di)碳(tan)轉型(xing)(xing)。通過優化(hua)完(wan)善終端用(yong)(yong)(yong)戶分(fen)時電(dian)價(jia)(jia)、靈活(huo)性(xing)調節(jie)電(dian)源電(dian)價(jia)(jia)以(yi)及輸配電(dian)價(jia)(jia)等電(dian)價(jia)(jia)制度,充分(fen)利(li)用(yong)(yong)(yong)經濟(ji)導(dao)向(xiang)信號,引(yin)導(dao)用(yong)(yong)(yong)戶用(yong)(yong)(yong)電(dian)行為(wei)(wei)和(he)配電(dian)網(wang)經營(ying)行為(wei)(wei),調動(dong)(dong)各(ge)方(fang)投資(zi)建設(she)(she)新(xin)(xin)型(xing)(xing)儲能、充電(dian)設(she)(she)施(shi)、虛擬電(dian)廠等新(xin)(xin)業態的(de)積極性(xing)并取得(de)合(he)理收益,進(jin)(jin)一步推(tui)動(dong)(dong)新(xin)(xin)型(xing)(xing)領域(yu)的(de)綠色低(di)碳(tan)轉型(xing)(xing)。
總的(de)來看(kan),《行(xing)動(dong)方(fang)案》與《指導意見》相(xiang)關要求相(xiang)輔相(xiang)成,明確了配(pei)(pei)電(dian)網近、中(zhong)(zhong)、遠(yuan)期發展(zhan)目(mu)標(biao),對加(jia)快推進(jin)新型電(dian)力系統(tong)建(jian)設有關工(gong)作作出了系統(tong)部(bu)署,提出的(de)配(pei)(pei)電(dian)網高質量(liang)發展(zhan)各項行(xing)動(dong)舉措務實(shi)有力,將為積極推進(jin)中(zhong)(zhong)國式現(xian)代(dai)化建(jian)設、實(shi)現(xian)碳(tan)達峰碳(tan)中(zhong)(zhong)和(he)目(mu)標(biao)、促進(jin)經(jing)濟社會(hui)發展(zhan)全面綠色(se)轉型奠定(ding)堅實(shi)基礎。
實施(shi)大規模高比例新能源外送攻堅行動
加快(kuai)構(gou)建新型電(dian)力(li)系統

黨的二十大報告和二十屆三中全會提出“深入推進能源革命”“加快規劃建設新型能源體系”。規劃建設新型能源(yuan)體(ti)系、加快構建新型電(dian)力(li)系統的(de)重點(dian)就是大(da)力(li)發(fa)展(zhan)新能源(yuan)。我國新能源資源主要分布在西部、北部地區,推進大規模高比例新能源開發外送,是落實“雙碳”目標任務、促進能源電力綠色低碳轉型的有效途徑,是加快建設新型電力系統和新型能源體系的關鍵舉措,是推動全國清潔能源資源優化配置、保障中長期電力供應的必然選擇。目前,我國已建成投運“19交20直”特高壓交直流輸電工程,“西電東送”輸電能力超過3億千瓦、累計送電超過3萬億千瓦時,有效支撐了中東部地區約1/5的用電需求。為支撐西部、北部清潔能源基地開發外送,國家“十四五”規劃再建設一批跨區輸電通道,這些輸電通道大多起點于沙漠戈壁荒漠地區,送端近區電網支撐薄弱、受端電網“空心化”嚴重,特別是隨著輸送新能源比例的提高,輸電通道安全穩定運行和高效利用面臨多重挑戰,對先進技術要求迫切。
國家(jia)(jia)發展改革委(wei)、國家(jia)(jia)能(neng)(neng)(neng)源(yuan)局(ju)、國家(jia)(jia)數據局(ju)印發《加快構(gou)建新(xin)(xin)型電(dian)力系統行(xing)動方案(2024—2027年)》(以(yi)下簡(jian)稱《行(xing)動方案》),實施(shi)大(da)規(gui)模(mo)高比(bi)例(li)新(xin)(xin)能(neng)(neng)(neng)源(yuan)外送攻堅行(xing)動,以(yi)提(ti)升輸電(dian)通道新(xin)(xin)能(neng)(neng)(neng)源(yuan)電(dian)量占比(bi)為重(zhong)點,提(ti)出提(ti)高在運輸電(dian)通道新(xin)(xin)能(neng)(neng)(neng)源(yuan)電(dian)量占比(bi)和開展新(xin)(xin)增輸電(dian)通道先進技術應用兩項重(zhong)大(da)任務,并明確(que)了(le)重(zhong)點措施(shi),準確(que)把握了(le)大(da)規(gui)模(mo)高比(bi)例(li)新(xin)(xin)能(neng)(neng)(neng)源(yuan)外送的(de)趨勢任務、發展需求和技術背景,強存量、優(you)增量,具有(you)重(zhong)要的(de)實踐指(zhi)導意義。
要優(you)化電(dian)源配置,提(ti)升在運輸電(dian)通道(dao)新(xin)能源電(dian)量占比。
在運輸電通道配套電源以常規電源為主,支撐調節能力充沛,新能源接納空間大。同時,在運輸電通道送受端通常接入強交流系統,電網安全穩定水平高,部分通道具備網匯新能源外送的條件。要高度關注在運輸電通道輸送新能源的適應性,一是要加強支撐能力建設,一方面新能源開發宜靠近送端換流站和火電、水電等其他配套電源,以利于打捆送出,另一方面要加強抽水蓄能、新型儲能等調節支撐資源配置。二是要提升常規直流技術性能。常規直流技術不能頻繁調節功率,主要受制于換流變壓器分接開關和交流濾波器的動作次數限制,應加強直流控制策略優化研究,提升輸送新能源適應性。三是要保障在運通道保供能力。重視配套新能源占比提升對受端電力保供的影響,推動送受端就通道功能定位和電力支撐能力取得一致。我國部分在運通道投產已達20年,逐步達到改造年限,可以借助改造,加強新技術應用,有效解決常規直流換相失敗問題。
要采用先進技術,提升新建(jian)輸電通道新能源電量(liang)比例。
新建輸電通道均采用“三位一體”開發模式,要求輸電通道、配套煤電、新能源同步規劃、有序建設、同步投產。“十四五”規劃輸電通道大多起點于沙漠戈壁荒漠地區,送端電網支撐能力弱,特別是通道配套支撐性煤電面臨進一步減少的趨勢,需要依靠輸電技術進步提高通道運行安全性。同時,我國在特高壓交直流輸電技術、大容量IGBT器件和換流閥、IGCT技術、先進儲能技術、低頻輸電技術、CCUS等先進發電技術、構網型控制技術等方面不斷取得突破,為大規模新能源基地開發外送提供了堅實技術支撐。從(cong)輸電裝(zhuang)備(bei)看,傳統常規直流對系統支撐要求高,存在送端暫態過電壓越限、受端電壓穩定、多回直流同時換相失敗等難題,需要研發特高壓大容量柔性直流輸電技術,支撐送端大規模新能源接入和受端潮流可靠疏散;改進常規直流輸電技術,采用可控換相換流閥(CLCC)等先進技術;結合柔性直流輸電具備孤島運行能力的特點,考慮在遠離主網的沙戈荒工程中探索多端直流孤島運行的技術。超前研究低頻輸電、嵌入式直流等先進輸電技術,擴充進一步提升輸送新能源規模的技術儲備。加強新能源和外送通道協同設計,超前示范應用直流組網技術。從發(fa)電裝備(bei)看,要進一步挖掘配套煤電的調節支撐能力,實現配套煤電的調峰深度,采用CCUS等先進技術提高煤電清潔性;積極(ji)采用構網(wang)型技(ji)(ji)術改造新能源發(fa)電(dian)和儲(chu)能,提高各(ge)類設備的涉網(wang)性(xing)能和主動支撐能力;研究長時大(da)容量儲(chu)能技(ji)(ji)術,提升對新能源的跨時段、跨季節(jie)、大(da)幅度調節(jie);研究藏東南等高海拔地區清潔能源基地構建技術,提出適應于多端直流送出拓撲結構的水光儲多能互補聯合配置方案,采用水資源上下游協同、跨流域水資源互補及水光跨區域一體化調度、水電機組調相技術等提高水電支撐能力。
要(yao)加(jia)強送受端(duan)協(xie)調,發揮(hui)機制保(bao)(bao)障作(zuo)用,切實保(bao)(bao)障輸電通道輸送新能(neng)(neng)源能(neng)(neng)力(li)。
輸電通道輸電能力特別是輸送新能源能力的提升,涉及送端電源結構、系統支撐,受端接受和消納能力,是多利益主體共同參與的復雜問題。為提升輸電通道新能源電量占比,一是送端新端源開發與建設遵從規劃。做好新能(neng)源基(ji)地合理布局,配套電源分布應盡量相對集中,與直流通道規劃建設時序匹配,確保網源協調。配套儲能和分布式調相機等支撐資源按需配置。二是持續優化送受端電網結構,提升網絡承載能力。送端多直流接入電網要加強直流分群研究,減少直流相互影響,提升直流和新能源承載力。受端電網要解決負荷中心“空心化”和關鍵斷面卡口問題,確保直流通道建成后發揮預期作用。三是建立政策支撐和市場保障措施,提高通道參與各方積極性。完善電力市場機制,明確各類主體權責,有效疏導分攤基地開發、建設及運營成本。建立適應新能源供給消納體系的新能源消納和外送通道利用效率考核機制,促進基地可持續發展。通過政策和市場措施保障電源企業建設配套煤電、儲能和分布式調相機的投資回收。
當(dang)前,西部沙漠戈壁荒漠和西南清潔能(neng)(neng)源基地特(te)高壓輸(shu)電(dian)(dian)(dian)通(tong)道正在加快(kuai)規(gui)劃(hua)建設,輸(shu)電(dian)(dian)(dian)通(tong)道涉及的電(dian)(dian)(dian)網、電(dian)(dian)(dian)源等主體要認真貫徹落實(shi)《行動方案(an)》,實(shi)施好大規(gui)模高比(bi)例新能(neng)(neng)源外送攻(gong)堅行動,以技術創新為引領,全面(mian)提升(sheng)輸(shu)電(dian)(dian)(dian)通(tong)道新能(neng)(neng)源電(dian)(dian)(dian)量占比(bi),為能(neng)(neng)源清潔低碳(tan)轉型和“雙碳(tan)”目標實(shi)現(xian)發揮積極作用。
